Vitsilaki Chryssi
Professor Chryssi Vitsilaki completed her Undergraduate Studies in Sociology at Trinity College, Hartford, Ct. and received an M.A. and a Ph.D. from the Department of Sociology, of the University of Chicago, Illinois, USA.

Professor Chryssi Vitsilaki completed her Undergraduate Studies in Sociology at Trinity College, Hartford, Ct. and received an M.A. and a Ph.D. from the Department of Sociology, of the University of Chicago, Illinois, USA. She has been teaching at the Department of Preschool Education and Educational Design of the University of the Aegean since 1999. She has been responsible for designing, organizing and directing the Postgraduate program of the Department titled "Gender and New Educational and Work Environments in the Information Society", which is the only postgraduate program in Greece that has implemented e-learning and blended learning techniques from 2004 until 2014 and which was awarded by the European Commission with the “2009 Award for Quality in eLearning”. From 2014 onwards shehas organized and directed the postgraduate program of the aforementioned Department titled "New Forms of Education and Learning". Her academic work focuses on gender issues and new forms of education with the use of technology, on which she has published 10 books and more than 50 articles. In addition, she has designed and implemented as Scientific Coordinator a great number of European and co-funded research programs as well as intervention programs on these issues, and has been a member of national and international committees for the evaluation of relevant projects and programs. She has held the positions of Dean of the School of Humanities (2004-2006), Vice-Rector of Finance and Development, and President of the Research Committee of the University of the Aegean (2006-2010), Chair of the Department of Preschool Education and Educational Planning (2014-2018) and is presently the Rector of the University of the Aegean (2018-2022).

Emm. Giakoumakis was born in Heraklion, Crete (GREECE). In 1990 he joined the Athens University of Economics and Business (AUEB) where he currently holds the rank of Professor in the Department of Informatics.
His research interests include software engineering, regulation and competition in electronic services, biomedical applications. Beyond his teaching responsibilities, Emm. Giakoumakis has published in the area of Computer Science.
Moreover, he had central involvement in the elaboration of studies pertinent to introduction of Information Technologies in major organizations of the public and / or private sector. In addition, he has contributed to the drafting of programmes related to introduction and / or promotion of Information Society in Greece.
Emm. He completed his postgraduate studies and his PhD at the Sorbonne University in Paris, where he worked as a researcher for 4 years. From 1993 to 1996 he was a visiting professor at PaulValery University in Montpellier. Since September 2000 he has been an Assistant Professor at the Department of International Economic Relations and Development teaching "Economic Dynamics and Comparative Economic Systems". He has published numerous scientific articles in international journals and has participated in numerous International Scientific Conferences.

Athanasios Katsis is Rector of the University of Peloponnese and Professor of Statistics in Educational Research at the Department of Social and Educational Policy.

Athanasios Katsis is Rector of the University of Peloponnese and Professor of Statistics in Educational Research at the Department of Social and Educational Policy. Having graduated from the Department of Mathematics of the National Kapodistrian University of Athens, he completed his postgraduate and doctoral studies at George Washington University in the USA. He has worked as a statistical consultant at the World Bank and has taught, among others, at the Universities of Toledo, Ohio, the Aegean and Cyprus.
His articles have been published in Greek and international scientific journals such as Labor Relations Review, New Education, International Journal of Learning, International Studies in Sociology of Education Journal of Applied Measurement, Journal of Statistical Theory and Applications, Journal of Computational Methods in Science and Engineering, Statistics and Simulation, Journal of Applied Statistical Science, Journal of Statistical Planning andInference, Journal of Applied Mathematics and Decision Sciences.

- 1987-1991: Πανεπιστήμιο Τύμπινγκεν: Έμμισθος ερευνητής και μέλος της διεπιστημονικής ερευνητικής ομάδας του Πανεπιστημίου του Tübingen «Internationale und Europäische Wirtschaftsordnung» («Διεθνής και Ευρωπαϊκή Οικονομική Τάξη»), που ανέλαβε το ομότιτλο ερευνητικό πρόγραμμα, χρηματοδοτούμενο από την Deutsche Forschungsgemeinschaft (DFG, Γερμανική Εταιρεία Ερευνών), εξαετούς διάρκειας. Το επί μέρους πρόγραμμα IV αφορούσε στην «Εξωτερική Οικονομική Πολιτική της ΕΚ» (κατά τα 2 πρώτα έτη) και την »Ολοκλήρωση της Εσωτερικής Αγοράς» (κατά τα 2 επόμενα έτη). O ίδιος είχα την ερευνητική και συγγραφική ευθύνη του υποπρογράμματος IV. Στο πλαίσιο του εν λόγω προγράμματος ασχολήθηκα: Με τη συγγραφή μονογραφίας με τίτλο: «Die EG-Außenwirtschaftspolitik und die Weltwirtschaftsordnung» («Η Εξωτερική Οικονομική Πολιτική της ΕΚ και η Παγκόσμια Οικονομική Τάξη»). Με τη συγγραφή μελετών γύρω από ειδικά θέματα της Ευρωπαϊκής Ολοκλήρωσης και της Διεθνούς Οικονομίας. Ορισμένες μελέτες ήταν προϊόν διεπιστημονικής έρευνας λόγω της φύσης και των στόχων του Προγράμματος. Επίσης, ορισμένες δεν δημοσιεύθηκαν επειδή χρησιμοποιήθηκαν ως συμβουλευτικά κείμενα από τις γερμανικές αρχές άσκησης διεθνούς και ευρωπαϊκής οικονομικής πολιτικής. He has studied Civil Engineering at National Technical University of Athens (1968) and speaks French (very good) and English (good). From 2005 and onwards he serves as a Scientific Consultant to the Central Union of Municipalities of Greece. During 2010–2013 he was elected councillor of the Regional Council of Attica. He has been a municipal councilor in Nea Ionia Municipality and Chairman of the “Construction and Development Municipal Enterprise” (2003-2006). He is a Professor in the Department of Informatics and Telecommunications at the National and Kapodistrian University of Athens (NKUA), and scientific director of the Center for Network Operations and Management at NKUA.

He is a Professor in the Department of Informatics and Telecommunications at the National and Kapodistrian University of Athens (NKUA), and scientific director of the Center for Network Operations and Management at NKUA.
His research work in the field of communications networks is internationally recognized, with more than 300 publications in international journals and conferences. He has participated as a scientific director for NKUA in many research and development projects funded by the European Union in the field of network technologies, services and applications. He was responsible for the EDUnet project that founded the network of public schools in Greece and evolved into today’s Greek School Network. He has been a member of the Board of the National Research and Technology Network, since its establishment, for twenty years. He is the Chairman of the Board of the Greek Universities Network (GUnet).

Efthimios Bakogiannis Dr Urban planner- Transport Engineer is an assistant professor at NTUA- SATM, Department of Geography and Regional Planning. Efthimios Bakogiannis Dr Urban planner- Transport Engineer is an assistant professor at NTUA- SATM, Department of Geography and Regional Planning. He is one of the founding members of the 'Sustainable Mobility Unit-SMU' in the N.T.U.A. He is teaching various undergraduate courses, including Urban Planning, Urban Geography, Housing Networks, Methods and Applications of Urban Design and Environmental Planning He has participated in more than 40 European and National research projects, conducted by NTUA. The main research fields of his activity comprise integrated urban and transport planning towards the sustainable city, integration of alternative means in urban areas ( bicycle network planning, evaluation and infrastructure design, urban & transport design for pedestrians and public transport), environmental planning (with emphasis on the vulnerable road users) of large scale metropolitan areas (campuses, metropolitan Parks, old airport, coastal areas, central zones), mobility management and policies for the promotion of alternative means. The research funding comes both from national bodies such as municipalities, ministries, urban planning and transportation agencies, and the European Commission (FP4, FP5, FP6, ERDF, INTERREG). Today is the General Secretary of Spatial Planning and Urban Environment of the Hellenic Ministry of Environment and Energy.

Since 1991 he has taught in various Institutions (Local Government Organizations, ELKEPA, National Bank, University of Athens, as a special Scientific Staff etc.), and he is member of Main Teaching Staff of EKDDA since 1995, teaching mainly topics for Computer Science and New Technologies, completing over 5,000 hours of teaching. Moreover, he has developed a variety of Information Systems for Project Management, Human Resource Management and others.

Pantelis Sklias Rector of Neapolis University Pafos, Cyprus Professor of International Political Economy BIOGRAPHY Pantelis Sklias (1969) is a Professor of International Relations and International Political Economy (IPE) and since September 2018 Rector of the University. He also taught in the Department of International and European Studies – University of Macedonia (visiting lecturer) – the Department of International Economic Relations and Development – Democritus University of Thrace, Visiting lecturer and Assistant Professor from 2002-2007 – and the Hellenic Open University – 2002 until today – . He graduated (1990) from the Department of International Relations of Panteion University in Athens. He was awarded both his MA in International Relations (1991) and his Ph.D. in International Relations and IPE (1998) from the University of Sussex (UK). He accomplished (2000) his post doctorate thesis at the Hellenic Center of Political Research of Panteion University with a fellowship from the State Fellowship Foundation. His post-doctoral research topic is “The IPE of the relations between the EU and the countries of Central and Eastern Europe and the ex-Soviet Union”. From 1999 until 2002 he has been a Visiting Research Fellow of the Postgraduate Center for Culture, Development and the Environment (CDE) of the University of Sussex. He was the Chairman (2013-2017) of the Department of Political Science and International Relations at the University of the Peloponnese and Vice Chairman of the Special Research Committee of the University. He served (2016-2018) as a member of the Board of the Cyprus Agency of Quality Assurance and Accreditation in Higher Education (DI.P.A.E.). In the academic year 2017-2018, he was the Dean of the School of Security and Global Studies at the American University in the Emirates in Dubai. From February 2020 onwards, he has been appointed President of the Rectors’ Conference for Cypriot Universities.

Michael Sfakianakis is Professor of Applied Informatics in Business Administration at the Department of Business Administration, University of Piraeus with a first degree in Mathematics from the University of Athens, a Master in Computer Science and Operations Research, and a Ph.D. in Applied Quantitative Methods. He has authored over than 100 scientific articles-studies in “IEEE Trans. Reliability” (3), “Communications in Statistics: Simulation and Computation”, “Microelectronics and Reliability”, “European Planning Studies”, “Journal of Applied Statistics”, “Risk Management”, “American Journal of Gastroenterology”, “European Journal of Clinical Investigation”, “American Journal of Hypertension”, and the rest in other international journals and conference proceedings.
Teaching 25 undergraduate and 14 postgraduate courses at undergraduate and postgraduate departments of the University of Athens, the Athens University of Economics and Business and the University of Piraeus. He is author of 4 books in the field of Informatics, Analysis and Data Management, Applied Statistics and Forecasting Methodology. Currently teaching in undergraduate as well as in 6 postgraduate programs (4 at the University of Piraeus and 2 at the Athens University of Economics and Business). Referee in 8 international scientific journals and member of the Editorial Review Board of the international journal Advances in Doctoral Research in Management.

Nikolaos K. Hlepas has been born in Athens (1961) and has studied Law (1978-1983). He was awarded a Doctorate of Law in Germany (Bremen, with a state scholarship 1989). Today he serves as a Professor at the University of Athens, Department of Political Science and Public Administration. He is a regular member of the Council of Europe Group of Independent Experts on Local Government (Local and Regional Authorities, Strasbourg, selected for a second 5-year term service as a full member in 2018). He was a member of the Scientific Council of the Institute of Local Government (ITA, 2006-2011) and the National Center for Public Administration and Local Government (EKDDA). Former President of the National Center for Public Administration and Local Government (2010-2012). He has participated in many law drafting committees (Vice President of the Legislative Committee for the administrative reform of "Kallikratis" 2010). He has conducted numerous surveys in Greece and abroad with a total of more than 120 publications in Greek, English, German and French (2777 citations in the international literature, according to GoogleScholar). He is a member of international research networks and scientific councils of international scientific associations and journals. His research interests focus on local government, administrative reform and public law.
